The following is the max starting levels for everything based on the specialty, normal, and even the deficiencies. Every city has one specialty and one deficiency... so this is mainly a guide for the admins.
Small Fortification Levels from the Deficiency, to the Normal, to the Specialty.:
Small Deficiency Stats:
Market: 400/750
Blacksmith: 400/750
Agriculture: 25,000/40,000 (250,000 Currently Food Made)
Populace Amount: 50,000 (100,000 Food Used)
Troop Quartering: 25,000 (75,000 Food Used)
Small Normal Stats:
Market: 600/1000
Blacksmith: 600/1000
Agriculture: 37,500/50,000 (375,000 Currently Food Made)
Populace: 75,000 (150,000 Food Used)
Troop Quartering: 37,500 (112,500 Food Used)
Small Specialty Stats:
Market: 800/1250
BlackSmith: 800/1250
Agriculture: 40,000/60,000 (400,000 Food Currently Made)
Populace Amount: 100,000 (200,000 Food Used)
Troop Quartering: 50,000 (150,000 Food Used)
Note that the normal 'small' status doubles for the caps on the agriculture. Whenever an upgrade occurs, if a force has a deficiency, it would be slightly less or more then the standard 'normal' status.
